Recently, whilst high, I have remembered things from when I was very young, things I hadn't thought about for over a decade. Does anyone know an explanation for this (scientific or philosophical)?

Yeah, the carbon monoxide from the marijuana activates electrons within the hippocampus in the left lobe of your brain. This is where your long-term memory is stored. This sudden "spark" is where these memories originate. Hope this helps.

As for the idea above that carbon monoxide "activates electrons"??? That doesn't even make sense.
