I think your girlfriend would love spending time with you and do something different. Don't do the same thing you would do on any regular date. Not just any "dinner and a movie" date. Cook her a meal. A sexy candle lit dinner with real long candles Have the lights dimmed, nice music, champagne glasses (even though there is no champagne), a look up a nice recipe (you can go to the dollar store and get some nice tall candles, candle holders, nice napkins, etc.). Set up the evening for just you both where you do most of the work and make sure you include something that she always wanted to do that you never wanted to do such as a sappy movie, or ice skating. There is nothing like a guy pampering and conforming to the woman he loves. Trust me, she'll love you even more and it will be one of the most memorable days/nights for her.

Get her a nice card that says something really sweet and please sign it that make the card personal. And maybe get her some cheap chocolate or a teddy bear maybe even a 4.00 bouquet of flowers (carnations)
you could even sit down and write her a love letter and tell her all the things you love about her, how special she is too you, and just let her know that you appreciate her in general. She will understand that you don't have alot of cash. It is the though that counts, and the more thought that you put into it the more special and wonderful it will be to her.

Make her something special maybe something having to do with where you met or someplace/time special thats happened or just decorate a place with christmas lights and decorations get a cd player put on somemusic and dance with her make her a dinner (giving you different things to choose from or any combos) anything you do well like woodworking or something like that ladies always like flowers and sometimes you can get not to expensive at stores anything you can make for her or even give her certificates to do things for her wash her car or anything like that take her out some place special when you have more money

Always more info would be important, but if you have your own place, go through your cupboards & fridge & see what a wonderfull meal you can come up with to make her, & a nice bottle of wine to go with it & well you can get cheap candles at any dollar store, good luck & what a sweet guy you are, the girl should be just happy to have you for you.

Make up and print out a few vouchers she can 'cash in' at will, offering maybe to cook her a dinner, give her a hug, back rub, picnic lunch, whatever you like to offer!

u don't have to buy her an expensive gift to show that you love her. you could make it yourself.
for example, fold 99 roses for her instead of buying her real ones. you could say real roses die easily, but ur love for her is just like these hand-made roses - everlasting and sincere.
i think that would be sweet because i would see that as a sincere and touching present.
