Chances are very,very high that they will never an average IQ.

Some mentally retarded function at a high level and if they have no physical problems you may not detect that they are retarded.

no, but they can learn to control their urges (ex; downsyndrome). I've seen several workers in costco and places like that who have downsyndrome, so it's not like they're not functioning (which might've been different if they weren't taught to control themselves)

no...they can be trained and they can be taught, but once the damage is there, they cannot usually get better, unless it was a misdiagnosis.
