Bruce Lee once described himself as a Master-Student. This is because he, like most advanced martial artists realize that it is not possible to become all knowing in Martial Arts. My Grandmaster for example, an 8th dan TKD, 7th dan Hapkido, and 7th dan Judo could regularly be found studying to learn more about martial arts, whether it be techniques used by Korean military, study of other styles, or reading philosophy texts.

Bruce Lee continued to state that the only time one becomes a full Master is when they are in the grave, as only then can they learn no more. Until then, we are all students.

Although through dedicated training, many have earned the title of Master, it is more of the understanding of proficiency through their style, not a total all knowing attitude.

So to answer your question, in title, depending on your style, it generally takes 2-3 decades of dedicated training and willingness to learn. To further answer, no man can fully master martial arts, as there is alway more to learn.

Most people take 10 years to become a lower level master.
To complete training in most styles requires atleast 20 years, and then you are allowed to call yourself master.
to understand and be able to teach each form, technique, or skill.
that is what a master must be able to do without thought.
for most masters must be fluent in not only what you must do, but why, and how, so that the 'art' may continue.

well every style is different and many people have made valid points all of which are very true. To simplify an answer for you. Most styles will give a "master's" rank to someone who is a teacher of teachers. (Kinda like an MBA)

a real martial art can never be mastered as real martial arts teach you not only how to fight but how to live.

i teacher i know once said, "you graduate when you die. and then you become ghost master."
