Holy Water is a sacramental.

Sacramentals are sacred signs that help us live holy lives. Although they do not produce sanctifying grace

Sacramentals include blessings of persons, meals, objects (including water), and places.

The priest blesses the congregation during Mass.

Christians bless their meals. "Bless us O Lord and these thy gifts, ..."

Priests bless water, animals, ships, homes, and even automobiles. "God bless this home and all those who enter here."

You take ordinary distilled water and place it in a clear (preferably glass) container and cover it. Put it in a place outside that it will be able to get full sunlight and moonlight. Place it outside at 9am. Determine a blessing that has significance for you (such as crossing in front of your chest). Perform this action when you put water outside and again at 12pm, 9pm, & 12am. Leave until 9am the next morning. Perform the blessing in (whatever God you feel closest to)'s name and bring inside. It is best to store holy water in small clean containers and place in a windowsill.

Holy water is typically blessed by a priest or bishop, usually around Easter time.

The alternative method is to take ordinary water and just boil the hell out of it.

With an ice pick when it is frozen. When it thaws it will become hole and it will be a miracle.
