Depends on your culture. Sometimes it is impolite to enter the house with shoes, like for example in Korean culture, they all take their shoes off not necessarily outside the house but once in the house they leave it right by the door.

It is not impolite to leave your shoes outside. My house everyone is required to take their shoes off before coming in the house. I have a covered porch were I prefer shoes to be left. Most people will come up and see shoes right outside our front door and take theirs off automatically. Shoes outside is definately a polite thing to do.

I do prefer people to take their shoes off at the door, just because I have an off-white carpet that shows every speck of dirt. I actually feel I am being impolite if I ask people who come over to remove their shoes.

You could observe your housemates to see what they're doing with their shoes. That would give you an idea of what they might wish of you.
I'd recommend bringing your shoes inside the door. Place them neatly on a mat or tray to protect your floor. If you're concerned about keeping your room smelling fresh, you can place a sock filled with scented kitty litter in each shoe. The clay will absorb any moisture and odors, keeping your shoes smelling fresh.

Well it kind of depends... At my house, our floor is tile at the door, so most people worry about having their shoes stolen.. I don't think it's rude though, but whenever someone takes their shoes off outside, my mom brings them inside the house.

toughie but in Japan it is VERY POLITE to leave your shoes outside (in fact its a custom to do so) some do have special covers for shoes and what not just ask the host.

No although when you go to put them back on make sure to shake them out in case some bugs or something crawled in. You wouldn't want to find a brown recluse spider in them. They taught us the same thing in boy scouts when I was a kid.
