Someone who is Deaf can almost always see normally. A lot of people who are deaf have a very hard time learning to speak because they can't hear their own voices to know whether or not they are making the right sounds. Some deaf people can talk but don't like to talk around people they don't know well for fear of sounding different or saying something incorrectly. It just depends on the person. Then again it wouldn't hurt to learn sign language either...then you could ask them yourself! It's fun to learn too. Deaf culture is very interesting too and I have never met a mean deaf person. They are very nice people!

The person is deaf and dumb? Not being able to hear makes it real hard at telling what you are saying. Also, how do you know what to say since you can't hear anyone else saying it. Normally people that are deaf cannot speak that well unless they lost their hearing at a later stage of their life. I'm sure some others have some more insight in to this.

Because vision is not sufficient enough to aid you in learning to speak. A deaf person only relies on lip and tongue movements. The ear is crucial in actually hearing the clarity of the spoken word in order to reproduce the sounds that make that word. Without hearing a deaf person has no means to scrutinize their speaking skills.

Your'e forgetting that Helen Keller was deaf AND blind, but she could speak with her mouth as well as sign language. So they can talk if someone is patient enough to teach them, Like Anne Sulivan did with Helen Keller.

Learning to speak is based on repeating what we've heard, so that's the problem, a person who is deaf can mover their lips and use the throat but there is no feedback as to if they are doing it right, and so impossible to fine tune it.

It is spelled Deaf.

People learn to talk by recreating sounds they hear. It is very difficult to learn how to speak when you can not hear the sound you are trying to make. Many people do learn, but it is very difficult.
