It's in my form and i can't remember what it is.

Depending on the form, this could be any number of variations. For example, in Batsai so, the backward elbow strikes done are vertical in movement, and as you step backward, they come straight back from your sides, striking what would be an opponent attempting to grab from behind.

This movement can also be construed as a strike done up and over your shoulder coming down on top of your opponent's head. Another possibility could be and elbow strike coming directly downward, striking with the bottom of the elbow. There are several other ways this could be construed, since saying vertical back elbow strike is about as abstract as saying knifehand block.

In order to determine the technique, I would have to know what form you were speaking of. It's probably best for you to ask your instructor. However, if you wish to view what the form looks like, I have included several sites, which show forms. It may help you, but like I said, it's best to ask your instructor if you are unclear.

(By the way, traditional TKD frequently makes use of the elbow strikes and knee strikes. Muay Thai is not the sole style which incorporates such movements)

...Sound like your TKD is making a pathetic attempt to match up with Muay Thai. Vertical back elbow strike is a Muay Thai technique.

I was a first degree black belt and i believe it would be a elbow strike to the head

I take TKD, and I'm nearly a 1st degree black belt, and to be honest, I've never even heard of that strike.
