Girl, I know exactly what you mean!
There was a guy I liked last year, and he would've been a perfect match for me, too. He flirted with me a lot, and at one point, I was sure he'd soon ask me out. But the problem is age. Since you said "boys," not "men," then i'm assuming you're not an adult. Guys around the age of 16, and especially younger, don't exactly know what they want! A young guy may be content with flirting, but isn't ready to be in a relationship yet. Sometimes, our hints just don't work because a guy isn't looking for them and misses them all.
But here's how you can bring flirting to dating. You know that guy I told you about? well, nothing happened with him...he never made a move because he was probably too immature. But the guy who I liked before him suddenly came back into my mind. I thought that I didn't have feelings for him anymore, so I called him to hang out with a friend of mine because we were going to play tennis and I knew he liked tennis. I thought I was over him, so it was easy to talk to him (before I was too nervous!). Well, he agreed gladly, I got to know him better, and now we've been together for 5 months!
there will always be boys who just flirt and do nothing else, and that's exasperating. But if you somehow find a way to take the first step to get to know him better, then you can have more than flirting. My way was making myself believe that I was over him, when in fact my all my feelings came rushing back when we played tennis. Maybe you'll find your own way! You probably shouldn't ask a guy out on a date, because I always believed that a guy should do that. But you can always invite him to hang out with some friends. That'll be obvious enough, yet subtle enough, to make him take the next step and ask you on a real date.

Boys just test their limits too see how you react. Boys also see if the girl flirts back. Sometimes a guy isnt flirting he is just trying to have a good time. In my case i flirt to see what the girl is really like. i stop flirting if i feel we wouldnt be a good match. Its sad but true some guys like to flirt to see how many girls they can get. unlike me im not a player :)

Because they are scared of rejection - the same reason many girls flirt but never ask anyone out. Flirting is fun and playful - nothing to lose. When you ask someone out they might say no or they might laugh or be rude about it.

Because sometimes boys though they seem all macho and tough are little wimps who are afraid to take a chance. Also sometimes they dont realize when they should ask someone out they need someone to tell them sometimes.
Also to sum it up boys will be boys and some boys are stupid and dont always pay attention

Boys like to prove that they can do it... if they flirt, they can flirt with 100 girls... but if they ask you out... then they can't flirt no more...
Just enjoy it... and feel good about yourself... don't take them serious till they actually ask you out...

flirting is easy askin girls out thats difficult stuff
but me i flirt with alot of women and if the single ones flirt back and if i like em alot then i make a move but thats just me

because when it comes down to it, boys are scared to ask girls out. i would love for a girl to see I'm flirting with her and ask me out, so try that next time, if a guy is flirting with you then ask HIM out! then you don't have to ask that question!
