When it's clear that they've done something wrong and hurtful

They are filled with hate and bitterness. Don't expect them to ever apologize. Just realize they're always going to be miserable and negative.

I hate all these answers....should I apologize?
Point being apologies are overrated sometimes. If my actions were meant to cause hurt or harm and looking back on that I realize it then I apologize.
If something was meerly an accident yet it was caused by me then I apologize.
If I hurt you because you didnt like something I said yet I said it in honesty with no intent then I am not going to apologize.

it's definatly not impossible for soemone to apologize-it's all a matter of pesonal choice. of course-not everyone will apologize when they do something wrong-they just refuse to admit that they are wrong and that's exactly what apologizing forces ppl to do.

Because that person may be conceited, self-absorbed, shallow, in-mature, has a lack of empathy, and holds unforgiveness in their life either from their past or in the present.

because alot of people dont like admitting the fact that they are wrong or that they have made a mistake. i am one of those people. it's not that we dont know we should apologize, it's just... hard too.
and it is just alot easier to blame the other person

Because those people do not want to take ownership of their actions. They are too proud to admit they are wrong

Because some people are too stubborn and have too much pride to apoligize sometimes........pride is one of the seven deadly sins.
