In addition to working with the local community-based business, try to get some support at the local schools.

By involving your local schools, you can not only provide some environmental education to the children, but you can also get them (and their parents) involved as a community service project. Many schools these days require specific amounts of community service hours for students in order to graduate. You can instill the community service spirit within the all of the schools, (elementary, middle, and high schools) and see if some of the classes might want to adopt a specific portion of your project with a fundraising project, or even help out as a class project.

You might also think about working with your local community center or volunteer center as well. These groups may have access to additional marketing resources. For example, our local volunteer center has partnerships with one of the local TV stations and radio stations. They might be able to help you with some public service announcements.

All excellent answers. What you are trying to initiate is no small deal, though. You have to get support from two kinds of people: Those with influence and those with the money.
Is there an affluent area in the town? You might, as one person suggested, assemble a portfolio of similar successful programs across the nation, then get some volunteers and try a door to door campaign in an effort to dredge up support. Ask yourself who else stands to gain from beautification program? If you mean parks and the like, it's mainly the citizens, so I would speak with someone at City Hall to see if there are any guidleines you have to follow, then gather volunteers and get it done. If the businesses stand to gain, I would visit your Chamber of Commerce and get permission to attend one of their meeting or more. Ask the chairperson for permission to state your case to the rest of the members. Once you get one supporter for your program, the rest will come easier, but you'll need to clearly state how this will benefit them, because business people see things alot differently (less emotion, more Capitalism) than citizens, who want a nicer community because it makes them feel good.
Find a successful program somewhere in the country then call the person who spear-headed it. As they are more than likely very proud of their accomplishment, they'll probably be more than happy to tell you how they did it. I think that's a really good idea for a great project! At first I thought to have a community dance, but that might not bring in enough money. Maybe something like have different bands/singers playing for community concerts. You can close off some streets of downtown and have a few stages and the people pay an entrance fee and can see the concerts.

You can try this idea with different events, also such as a street craft fair or when restaurants make samples of their food and people can walk along trying the different foods and seeing which restaurants they like. Sometimes communities will also have classic car shows and people bring their cars and park them and people can come and look at them.

1. Start up a Lawn-Care business. You can make a huge amount of money doing this. I did it when I was a teen. I put up ads on the bulletin boards at the local grocery stores, laudramats, etc. Today you can post an ad for free right on Craigslist. Come up with some catchy name for your business. You can offer snow removal, lawn-care, landscaping, etc. 2. Baby-sitting. Self explanatory. 3. Newspaper Route. I had three newspaper routes. 4. Golf caddie. 5. Buy and Sell on Ebay. This will take some learning but take any category that you're interested in on Ebay preferable the most popular ones. Search buy it now and newly listed items. Get familiar with what these items sell for and then when you find a super deal buy it. When it arrives in the mail resell it for a big profit. 6. Buy items on Craigslist or garage sales. Sell on Ebay.

Go to local businesses and ask for door prizes, you would be amazed by what you will receive just by asking and letting them know what the project is for. Then decide on the fundraiser event such as a motor cycle ride or cook out or whatever sounds good to you and get people to come by notifying your local news papers and Chamber of Commerce and through Churches and basically sell tickets to raffle the door prizes.
