Both charactors will likely fall short of your ideal, but which of the two would come closer based on what you know about them?

Wow! seems the majority favors killing. Just for argument sake Hitler put the Jews to work, even building their concentration camps, and gas chambers, so they come to work, revive the chain gangs. put them to work.

I doubt Hitler could deal with illegal immigration. Modern Germany as well as the rest of Europe is getting hordes of Muslim immigrants while there's a low birth rate in Germany and many ethnic Germans are emigrating out of there. The spanish-speaking Catholic Mexican Indians that come here illegally would probably look way more preferable compared to the Muslim hordes invading Europe, causing trouble like the Paris riots awhile back, trying to convert the Protestant, Catholic, and atheist Europeans into Islam, and trying to implement Sharia law in liberal European laws. This is something the Moors and the Ottomans weren't able to do militarily in medieval times. And since India is prospering economically and technologically, it is also having problems with Muslims causing trouble over there just like in Russia, the Christian Philippines, Western China, southern Thailand (a Buddhist country), parts of Africa, the rest of Europe, and Australia.

Both of them. Give them equal power!! Gandhi would have to know his mission is to keep them on the their side. Send Gandhi in first to be peaceful then have, Hitler waiting at the gates to fix the problem is rules are not followed.

Loaded question. It depends on what you mean when you say "dealing with immigration". Gandhi would most likely deal with it by letting them all in. On the other hand, Hitler would deal with it by building concentration camps, gas showers and ovens.
If you're asking which I would prefer, sorry, both are too extreme to contemplate.
