What makes you think you can't rent an apartment because of a past eviction? Not all people who rent out apartments ask for references or applications. Look in the classifieds and start calling and ask each one what they require to move it. Most will just require first and last month's rent before moving in. Don't advertise that you've previously been evicted and try to make a fresh start.
If this doesn't work for you (but it should), contact your cities housing authority department. They may be able to find you something . Also, depending upon your income and need... social services may be able to assist you.

Find a private landlord to rent from, and perhaps they'll give you a chance.
