There isn't enough body fat to insulate them is the simplest answer. Also, their body is so undernourished that it does not have enough energy to warm itself up.

Often anorexics are suffering from anemia.
Along with the low body fat, anemia will cause one to feel easily chilled.

Ooh ooh I know this.

Because body fat has an insulating property and people who starve themselves have hardly any body fat.

I'm sure its also possible that the state of starvation causes the body's self-temperature regulation to get a little haywired.

Because they are too thin. Fat insulates and makes you feel warmer. Anorexics have less body fat.
