Hi all! How do you go about providing foster care to a special needs child who currently lives in a group home for disabled children but isn't legally free for adoption? Can you still provide foster care but not adopt? Or does this make a child only able to live in a group home? I have become very attached to a special needs child I work with at the school I work for. We have really bonded over the last 3 years and I would love to give her a better life.

This child is not doing well in the 60 bed group home she is in. That's why I am looking into adopting her. The staff sees her as a problem because she has some behaviors (bites her hands), however she only does this when you leave her alone for long periods of time, so unfortunately that really says a lot about this facility. She comes to school everyday with multiple new bites on her hand. During christmas break she bit her hand so bad she had to be put on antibiotics!

you have to become a foster parent. You can find out if this child would be allowed to be in a home instead of a group home. The child may be allowed to it just depends on how much of a special needs child it is. Ask about it and then go through the process of becoming a foster parent

Yes you can provide foster care without adopting. And a child's placement in a group home does not mean that she cannot be moved to a foster home.

However, it is unlikely that the agency will place a specific child with you even if you have a longtime bond. It is not because you are unqualified (if you go through the foster home licensing process) but because moving a child from a setting in which she is doing well is traumatic for that child. The agency will be very hesitant to do that unless she is tracked for adoption and you are a potential adoptive placement.

I hope you do consider becoming a foster parent anyway and opening your heart to other children who may need the care you want to give. Good luck.

If her family willing put her into the group home and she was not removed from them for abuse, neglect, etc. it is unlikely that you will be able to take her from the group home without their consent as they are still her legal guardians, not the state. If she was removed from her family for abuse or neglect, then your chances are better of getting her. You would need a foster care license though.
