he never used to have a lot of freckles but in the past year he has gotten many more on his cheeks and neck, he also has 3 raised bumps on his neck. should there be concern over this? he is natually fair skinned

Freckles come from too much skin exposure, so that explains why he's getting more freckles.
What are these bumps? Do they look like zits? Are they growing? Are they uniform in size?
It wouldn't hurt to get it checked it, especially if on the back of his neck.

Initially I was going to say that I didn't get freckles at all until I was in my 30s, but reading the complete question, I would definitely suggest seeing a dermatologist soon, that does not sound like just harmless freckles!!!!

If he has been spending alot of time in the sun that is most likely the reason. He should get a good sunscreen that's is right for his skin type, and try to stay out of the sun as much as possible. If he has not been in the sun alot, it could be some type of skin disease which should be checked out by a doctor.

Whatever he does he needs to see a dermatologists to be examined. skin cancer is the 2nd fastest rising cancer in the US second only to prostate cancer. And we fair-skinned people are at the greatest risk. He MUST ALWAYS WEAR SUNSCREEN & NEVER EVER TAN. I wouldn't trade my creamy white skin for any tanned, wrinkled, skin-cancered skin in the world. I'm happy with what God gave me. But he must see a doc b/c melonoma is the deadliest skin cancer of all but doesn't have to be if caught early. Happy New Year.

I have alot of freckles too..and they come out more when I am in the sun too much.

Yes, it could be skin cancer. Tell him when he goes outside to put on sunscreen, even if its not dark out.

uh...yeah he should have it checked...red head or fair hair? Sun exposure could be the cause of all of this....get it checked out.
