Uhg..In my family we have the Lowe thighs, the lowe toe and the Lowe wings. Me and my ma have managed to keep the wings at bay. Here are some excercises for those upper arms.
Also check out the website below so that you can view images and more excercises.
The exercises that I will describe can be done with high tech gym equipment, free weights, resistance bands or even cans and bottles from around the house. For women the point is strictly to tone but for me the point is the build muscle so it is best they actually get weights or go to a gym.

For flabby arms you just can't beat dumbells. I prefer adjustable ones that I can add or take weight from, but you could go with two or three fixed-weight pairs.
Most folks your age are more concerned about those flappy underarm wings. For that there's an exercise called "tricep kickbacks." You let just one dumbell hang down in your hand, put the opposite hand and knee on a bench or whatever, keep your back fairly straight, raise the dumbell and keep that elbow along your side, then lift your dumbell back to straighten that arm. Do a dozen slow lifts at first.
That's just one, but maybe the most important. The source below has several other good dumbell exercises.

There is a way to tone yourself up quickly if that's what you want to do. There are two good exercises that will tone them perfectly. 1 push ups 2 dips When you do these exercises do them in 7 ups repetitions. For example: push ups, push yourself up half way 7 times, after the first set of 7 from half way all the way up 7 times, when that set is done go all the way 7 times. Try to do each set without stopping. When one exercise is complete rest yourself for 10 minutes and do the other set. While doing each set concentrate on your breathing. Make sure that it is at a normal pace. Do these exercises three days per week. It works so good that you'll see results on the completion of the second week. Good luck!

The best way, is to use weights.
As many reps as you can go before you feel like your arms are going to fall off. Pump them in the air, do curls, put your arms behind your back and lift them, anything is good for that.

I am a bit biased but I believe using arm hoops, arm circles, or something like them is the way to go. It is a great alternative to lifting weights. Sorry there is no easy answer you have to work at it. Good Luck!

swimming is an excellent exercise for your arms..it works all the different muscles... the problem with upper arms is this...even if you tone up the muscles, the skin has and is stretching in a woman in her late 40's...so when you stretch out your arms, the arms look less than toned because the under arm "wings" are flapping...you cannot do much about the skin, but work those arms muscles..bicep curls and tricep flies....

The triceps is the most easily developed.. Put one foot on a stool or chair. Bend forward at the waist and hold your oposite elbow along side of your body. Now straighten your elbow, back behind your body, to make it paralell to the ground. slowly lower your arm back down against gravity, and repeat. Hold a can of soup or bottle of water to make it a little harder. Your feel the burn.

Buy some hand weights, probably start at 5lbs.. I picked mine up at walmart. and start with them at your side and go up until your arms are horizontal. Do about ten at a time to start. Or maybe even five, depending on how strong you are, personally for my i'm weak, but it'll help over time. Then you can you can start at the horizontal point and reach up over your head. Do those a few times too. But make sure not to start at your waist and go above your head, i'm not sure what it does, but it's not good for you arms.. hehe. I hope this helps, and good luck! :-D

it is not the best advice, but join a gym and get a personal trainer, also bend the arms back and forth as if you were curling them, or even lift some light weights, but get a professional to help

It's the keg diet. Drink directly from the tap of a keg of beer. This has you doing a lot of upperbody lifting and kegs aren't light. You will tone your arms and turn those nerf blasters into man cannons in no time
