If you are looking for friendship and companionship. I say go for a cockatiel. Cockatiels are lots of fun. They are energetic, playful, and hoot to be around. My cockatiel hangs out with me all day long. They aren't the type of birds that you stick in a cage and just let them go. They'll end up being people shy and aggressive. They need to be out of the cage at least 2 hours per day. and they need lots of human companionship. If you don't have time to spend with a bird then i would suggest the cockatiel. But, if you have time and you want a friend for a long time, get yourself a cockatiel. They live anywhere from 15-20 years on an average and have been known to live into their late 20's. They are affectionate and loving and love to share mealtimes with their families. My cockatiel goes everywhere with me. She loves taking rides in the car while she sits on my shoulder. We go grocery shopping together and everything. When it is somewhat cold outside I'll tuck her inside my shirt and she'll stay there until i tell her to come out. We spend hours loving on each other preening each other. She's my good friend.

Well, it really depends on what you want. Firstly, you should decide if you will be able to have the bird for very long. Cockatiels live surprisingly long compared to some pet standards- the oldest thought to be recorded being the age of 28, however a typical age is maybe 10-20 years depending on how healthy their diet and environment is. Budgies live aproximately 15 years.
Of course, you should also consider companionship. From experience of having 2 cockatiels myself, cockatiels need plenty of attention. You should spend time with them atleast 10-20 minutes a day or so. Within that time, you may be able to teach the bird how to talk a bit. However, cockatiels are more whistlers than talkers, and males tend to talk more than females. Depending on your preferences, all could make the difference.
Then, of course, to your last question as to colour. I do not believe colour makes a difference as to the personality of the bird. However, Pearl cockatiels are gorgeous birds although they may be more expensive to the typical grey cockatiel.
If you want to learn more information on birds, you can look online and find quite a bit of information. You can also look and buy some books from a petstore. Or, you may buy a magazine, for I know there are a few magazines on birds. Of course lastly, petstores that sell birds should have a good bit of knowlege on the subject.
Whatever your choice is, I guarantee a bird can be a good friend.

Personally and professionally, I would go with a Cockatiel, although it may take slightly longer to train and bond with, they tend to be able to learn much more than a typical budgie.
Also, consider the time you'll have to spend with them, a cockatiel will need more time spent together with you than a budgie will. A budgie requires around one half hour (30 mins); whereas a cockatiel needs slightly more attention, around one hour.
Also, noise output is different. Working at a pet store, believe me when I say that parakeets tend to "talk," for lack of a better word, a lot more than a cockatiel.
If cost is an issue, I would go with a budgie, they don't requires as big a cage as a cockatiel, therefore costing slightly less. The total cost for a Parakeet from my work (if you go with a starter kit) is around (including bird and all accessories) $80.00. The total cost for a Cockatiel from my work (if you go with a starter kit) is around (including bird and all accessories) $220.00. Mainly because the cost of the bird is so different, the Parakeets usually run around $20.00 to $25.00, whereas the Cockatiels usually run around $125.00 to $130.00; also there is about a $25.00 difference in the Starter Kit cage prices.

A budgiee!!!! I have two!!, one of them , the boy,who is blue is soo funny and ery smart. What he does for fun is he will find some coins on the table. He'll try to pick it up, and throw it down, and he gets fascinated by how they fall. He also loves anything gold and shiny, he'd find a gold chain and try to eat it or something. I think hes great and very amusing, and incredibly active. But then i think it depends, how close and how you train the bird at a youn g age. My bird has been through a lot when he was a baby. My little brother put him in the fridge, and the shelf, in the oven, in his pocket, everywhere, so i guess that made my bird have no fear being through such threatening adventures.

I say a cockatiel fallow-cinnamon colour. Lutinos are also beutiful. Get a handfed one.
Both of these birds are good. It depends on you. Budgies are fairly louder than cockatiels. So if you dont mind the noise, you can get a budgie. Cockatiels are also loud sometimes...but not always.

The cockatiel will have the most outgoing personality of the two. They can be easier taught to be friendly, sit on your shoulder, and whistle different tunes.

Definately a budgie. They are cute and can be trained to come on your hand and talk. The color should be blue, white, green, or yellow. Depends what you are interested in. ( I personally like budgies that are white with all kinds of colors on their feathers.)
