Most state/boxing commissions will not license you without a minimum amount of amateur boxing experience. You should call your state's commission and find out their requirements. I would suggest at least two years of amateur experience so you learn the basics of the sport and become familiar with being in the ring. If you are interested in starting out in amateur boxing (and you really should!), email me at mel@amateurboxing.com with your city and state and I will refer you to a contact. You must be no older than 34.

Join a boxing gym, train and fight in amature matches. If you have any talent you will be discovered and maybe signed by a promoter, if your not take tapes of your fights to a promoter and they will size you up and see what weight class you fall under and if you should move up or down.
