Wash an orange well under running water . Then with a micro-plane grater, or the fine side of a box grater, gently scrape the orange peel, being sure not to grate any of the white pith beneath the peel, as the pith is bitter. A good grater can be bought at any Walmart, Target, or many times in a supermarket along with other kitchen utensils. A small orange should give you a tsp sof freshly grated peel. Don't try to use the dried orange peel that comes in a jar and needs to be hydrated. This give a really off flavor to a honey mustard recipe.

The kitchen tool is a zester.
The better option is the microplane from the hardware store that Linda recommended. It will work just as well and be $2 or $3 instead of $11.

the zester. there are some greaters too which do similar job.
the zester gives more defined fruit peel.
