No... evil is missing goodness. It's like taking a hole out of good. You need good as a standard, everything that is not good falls below that standard and is evil. But not the other way around.

It is NEVER good to be evil. However, you a right that in order to classify something as good, that evil must exist as a comparison, and vice-versa. And yes, without one, we wouldn't have the other, not because it wouldn't exist, but because everything would be normal, as there would be nothing to compare to morally.

The first part of your statement is correct. In order for big to exist, small must also exist. However, you cannot apply your theory to be big and small at the same time...
It is not good to be evil. Not on purpose. So, I disagree.

Not true. Without evil good would still exist, we just wouldn't be able to define it. So no, it is not good to be evil sometimes.
