Good answers above...culling is the act of swapping a fish you have already caught with a legal bigger one. You need to check your local regulations referring to culling. On my home lake here there is no minimum size limit to your limit of striped bass. You are allowed 10 fish , no minimum length, but you can only keep 2 fish over 20". But the kicker is that you are NOT allowed to cull stripers. This is because they will not stay alive in a live well for very long. So if you catch one and put it in your well it cannot be thrown back. It's kind of confusing at first but the bottom line is that you can't throw any back because they will probably be dead after 10-15 minutes.

What Culling Means

They wont survive in a 1 gallon tank (they probably aren't even well now), and they will all have to be separated into over 100 heated and filtered containers at some point if they did. It would be best to just discard them now by collecting the eggs/fry, place them in alcohol to make sure they die quickly, then throw them in the trash or bury them (don't flush them). For future reference, a single Betta needs a 5 gallon tank minimum, a heater, and a filter, and a male Betta should never be placed with other Bettas or they may be killed, injured, or breed. Females should not be kept with other females either unless you have over 5 of them in a heavily planted 20+ gallon tank.

Regulations aimed at keeping a fishery viable require culling (releasing) certain sizes.

When you have a limit (like 5 bass) you make that limit. Then as you catch more you take the smaller fish out and replace them with the larger one you catch.
