Its called Queso Blanco Mexican White Cheese Dip is a white dipping sauce served in many restaurants with chips or hot flour tortillas for dipping. This is a basic recipe that uses 'Jack' for the TexMex version and Chihuahua and/or Asadero for the more traditional Mexican version
2 servings 20 min 10 min prep
1 cup monterey jack cheese or asadero cheese or chihuahua cheese, shredded fine
4 ounces green chilies
1/4 cup half-and-half
2 tablespoons onions, chopped fine
2 teaspoons ground cumin
1/2 teaspoon salt
1 serrano pepper, chopped fine (optional)
1 tablespoon fresh cilantro, chopped fine (optional)
Potluck Savory Sauces
Put all ingredients in a double boiler and heat on medium.
Cook until melted and well blended, stirring occasionally.
Serve with fresh tostadas or hot flour tortillas.

Just as a side note - I've found that almost every WalMart I've ever been to sells several kinds of Queso Blanco back in their cheese section, including one just called Queso that looks and tastes EXACTLY like most of the white cheese in Mexican restaurants I've been to. I would probably think that the previous recipes might be tastier, but buying it is definitely easier.

The favorite cheeses in Mexico are very bland flavored: panela, frescal, doble crema (doble cream) and "tipo manchego" meaning manchego style cheese. The real Spanish manchego tastes similar to parmegiano and is too strong tasting for most Mexicans. And then there is the ropey oaxaca cheese used in dishes which require melted cheese. Recently a cheese called asadero has been invented specifically for melting and putting on foods which are still on the grill. If Mexican cheeses have a flavor it is most often salty. Of thesecheeses the most commonly used are panela and Oaxaca.

FYI Queso Blanco is spanish and translate as "white cheese". It is a generic term.
