Use Zinsser 1-2-3 latex primer first, it is an all purpose, all surface prep coat, and you can re-coat to your heart's content!
Be sure to read the label.

You need to buy a good primer which will bite into the oil base paint. Some primers for this purpose have a very very strong odor so ask before you buy. Also ask for a primer specifically for oil that you can cover with latex.

Yes, but before you do you have to sand the surface to remove the top gloss so that the new paint can absorb the wall. For more tips on painting , check out this site

The problem you face is adhesion. You can get by with latex over oil so long as the surface is porus. If it is not porus, eventually you will get flaking. Latex has to soak in for good adhesion.

you can but you need to sand the oil based paint to make it ruff so the latex paint will stick to it.
