Could you define what a legitimate government is? Many people have a different opinion on that definition. In a larger view, I would say a government that is chosen by the people of that country without undo coercion or threat, and one that services it's people in the way they want, then that government is legitimate.

Many political scientists or pundits (like George Will) describe a legitimate government as one that more or less excercises control over it's own territory, and has at least a basic monopoly on violence. If you accept this as your standard, then no, it isn't legitimate.

By who's standards? I don't understand the meaning of your question. I would say since they spent time forming their own constitution and millions of Iraqui's came out to vote even though they knew the dangers surrounding them, I'd say yes it is.
