There is quite a variety of quickness drills that you can work on.
I am not going into specifics, because I do not know your exact goals. If your goals apply to running, many track runners' drills will help, such as high-knee running, heel-kick-up running (kick yourself in the butt as you run), as well as many plyometic exercises. Google "plymoteric" and you will discover a lot.

No, you have a lot, or you have a few. You can only train the amount you have. What I forsee in the future is fast twitch fiber implants, just cloning samples and implanting them, if we could give people new hearts, then that should be easy. Honestly you can make someone the fastest human alive, which might be soon.
