If you were on thr NASCAR Nextel Cup Rules Committee how would you design engines (minus plates) to be used on the two super speedways. Keeping in mind no higher speeds would be allowed.

There are several ways, the easiest I think is lower the compression ratio.Changing the pistons, adding cc's to the heads, heavier crank shaft,lower the bore and stroke.I honestly think that the way it is now bunching them all up is a disaster, sure it's fun to watch, but much, much more dangerous than the speed.perhaps with changing the aerodynamics they could make the cars slower.I guess whatever fills the seats at the tracks owned by the France family.

The problem is top speed not pure horsepower. The plates really just restrict horsepower. I would actually mandate different gear ratios so that the engines are still at full power but the top speed will be gear limited. Alternatively, they could change the front end aerodynamics by mandating less covering in the grill which causes more drag and reduces top speed while not reducing traction.

The use of a premanufactured kit engine.One that would be made by an independent for NASCAR.Each team would receive the engine after they whent thru first tech inspection.
The engines are less horse power and smaller displacement.All engines are sealed so no internal modifications can be made.If a team tampers with the engine and the seal is broken fines and suspension ,loss of points and forfiture is in the punishment relm.

I suppose the biggest ways would be limiting cubes and going to a spec gasoline with a lower octane rating. I don't want to see too many limits placed on the engine manufacturers, that makes for a boring spec series, IMO. Wait, this is Nascar, too late...

smaller bore, will create less horse power, but inventive mechanics will find away to get more speed. It isn't always horse power, it also includes tork. A four banger will go fast if you have the gear ratio just right. They could restrict the bore, the tork and the gear ratio but five'll get you ten, someone will be just inventive enough to get a half mile per hour more speed. I suppose it is the nature of the beast.

Smaller cubes. That would let the engine builders show their stuff, and not put everyone in turn 4 on lap 499.

I wouldnt restrict anything if it was up too me. I want too see them run 200 plus and then make a turn, isnt that what racing is about going the fastest
