If you haven't installed Service Pack 2 yet or have not reinstalled a Service Pack 2 version of XP, you will have approximately 80 updates or so depending on the version before SP2 is installed. Then after SP2 there is another 50+ updates to install.
It's quite normal, takes a few hours to install the updates, but it is a good idea to do so.

Make sure that you are using an account with Admin rights when the updates are installing. Otherwise they may not able to change some of the system files and will keep reinstalling.

Your question is vague. What updates? Did you do a "clean install" wiping out the entire operating system by dropping the partition or formatting the drive? If so, yes, it is normal.
