I've taught English as a second language and find that there is no easy way nor no definitive way either. But, I have found that children's books and regular conversation help a lot. Children's books are written in basic English and have well researched vocabularies and specif guidelines. Another thing that is useful, have the student memorize useful phrases which are used frequently in a variety of situations. If he doesn't understand them, he'll find ways to. After all, learning lies more on the shoulders of the learner than on those of the teacher. The student has to make the effort to learn.

The only way is for him to have an English teacher who can speak Russian. This is so that every english word, grammar, sentence structure can be explained to him in Russian. Teaching English language to him in English is difficult.

You may want him to take seperate classes out of regular education. If not, try speaking with him as much as you can. Use basic sentences and pronounce your words clearly. After he becomes a little better, through in a few more higher level words. If he does not understand by the context, then you can teach him what these words mean. Good luck!
