i bought my car from a guy in NC and i live in New york state and wondering if i absolutely need to have a bill of sale to get the title put in my name?

Look at the DMV title transfer for both New York and North Carolina.
Most states now are Title states.
You must have the tittle form the owner witnessed and stamped .
Any more a bill of sale is hog wash that is only going to cause you headaches you never thought you would every want to have.
PS if your still unsure most dmv have 1-800 numbers if it is late or your in a hurry call the nearest smallest town city police station.

go to www.nysdmv.com. THere you can download the form needed to change title. from there you can clearly see what you need. If you prefer a human call 1-800 CALL DMV

Yup. And going across state lines, the title should be notarized as well.

As long as its fully paid and not financed, all you need is for him to sign the pink slip trnsferring ownership over to you. Then take it to the DMV and process it. OH and remember to put less than the amount you paid for it for insurance purposes.

no but you will pay tax when you register it.
