First of all, you need to rid yourself of your shyness. A guy who is shy never attracts girls. Everything about "kicking game", on a guy's part, is to approach girl with the most sincere attitude. If she does not know you at all, do not ask her out. Try to get to know her, and she will get to know you. Enough time passes, a friendship grows and a relationship starts to bloom. So approach her and take things slow, unless you're in competition for some other cat who wants your girl.

Just go for it. You don't want to wonder "what if" for the rest of your life. Be confident in yourself and just go and ask her out.
