I think she needs some counciling.

It might be the way she was brought up. She was probably brought up with different beliefs or moral standards. That's why she feels ashamed, because she thinks what she did was just not the "right" thing to do.
What you need to do is convince her otherwise. Many people will tell you differently: Sex is sacred, sex should be saved until marriage, etc. The situation at hand is that you have already had sex. It is absolutely nothing to be ashamed of. Sexuality is a beautiful thing and as long as you do it with the right person, there should be no feeling of regret.
Do you love her? If so, tell her you love her. Tell her you will protect her always. That you'll do nothing to hurt her.
Sex is looked as a sacred act by many cultures, but hey ... it is an act of nature. We are humans, sex is natural to us and should be nothing to be ashamed of. Just be sure to educate yourselves properly. Goodluck with everything. Take care of her. :)

Has she been sexually abused, or is she really religious?
How old are you guys? If y'all are young maybe she's scared of her parents finding out.
Maybe she thought it was going to be different than it was, why not just do oral, some women like this more anyway, do your research before and make it great. And if you are just a teen, then be careful, please, use safe choices, maybe sex isn't a good idea right now.

Did you force her to do it? i hope not for the sake of ur relationship now.
if you didnt, then just leave her alone to calm herself down. Just tell her that you really like/love her and you care about her a whol lot and if she doesnt comfortable w it, you both wont do it next time..
