what can i use to make my pictures look good like frames and etc?

i would like to use a software iu can use to make my saved fotos nice like different frames and text different effects not to resize

I have this software on my pc,Corel Photo Album 6. I am also able to make DVD and CD labels. Check out www.corel.com/lexarcorel

Photoshop cs2 is great for that
