ok im guessing that if i have a 31.6 seat post then i need a 32.0mm collar? im looking at buying a new quick release collar.

You would probably need a 34.9... Sounds like you own a Trek or Fisher... they use that size a lot!

I had that very same problem a couple of times. Here is what I did. With a set of metric measuring calipers I measured the OUTSIDE of the top of the seat tube where the collar will be to find out the size. This method worked fine for me.
