Does planting a garden hedge qualify as a reduction of carbon? Everyone talks of carbon offsetting by planting trees, but these are often planted abroad. If a hedge is grown, maintained, and cared for, would it not count for more than a tree planted into possibly drought ridden land that is not managed?

a garden hedge probably won't make much difference as the amount of carbon absorbed is basically the mass of the hedge. Once it is to size it will be in steady state as any Co2 absorbed will be re-released when trimmed back.
You may have a local hedge planting scheme you could help planting more local amenity hedges, contact your local council or tree warden if you know them.

Shred & compost hedge clippings, preferably in a bio-digester will help replace fossil fuel need.

However, there are many other climate & eco-system benefits too, slowing wind & water run-off/soil errosion, improving soil structure & organisms, these can absord Co2 too.

Planting suitable hedge/trees in drought prone areas can very benificial by tempering local micro-climate, especially if they are not managed, so long as they are protected long enough for suitable roots to establish.

Quick lesson . All plants take in CO2 and keeps the C and give us back the O2 . N.A.S.A was planning to use algae in plastic tanks for long space trips. Photosynthesis is the only way I know . I have measured the CO2 and it was 1 to 2 parts per million,and this is nothing. This also accelerates the plant growth . So don't worry we haven't over loaded the plants yet.
