First, lose the choke chain. They are unnecessary for most dogs and won't stop pulling.
Next, take your dog to a training class. We worked on leash training virtually EVERY time, even in my $100 Petsmart class.
Look for a gentle leader type collar. They have a band that goes around the nose. When the dog pulls, if pulls their nose in and they can't speed up to pull.
Every time your dog pulls on a regular collar, say 'no', and stop and sit. Once she gathers her wits, start again and then stop when she starts to pull again. A 'wait' or 'heel' command can also be helpful, if your dog knows that.
Screaming at the dog, using a choke chain, yanking on the leash excessively, or hitting the dog will not help. Get thyself to a training class ASAP and lose the choke chain.

Apparently your friend didn't bother to train her from the beginning. Classes would be ideal in this case, but since you are saying you can't do that you will simply have to train her youself. -When people come in the house and she begins to jump on them have them fold their arms in front of them and turn their back to her and continue to do this until she stops. This will make them boring. Reward her when she stops. -There are not many options for barking. A spray water bottle, a bark collar (not the shock kind, the spray kind), compressed air, etc. -When you are walking her keep a treat pouch on your waist. When you see another dog approaching use the treat to try and get her attention. Stop if you have to. You need to divert her attention away from the other dog. Reward her for focusing on you. Don't jerk her in the other direction. Look up some training tips online, there are even good training videos on youtube. There are so many resources to teach people how to deal with these behaviors- utilize them.

Dont use a chocker it can do more damage then good. You can teach the dog to heel or "go with you" by walking aound with food at your left side. Everytime she is in the right posistion give her a treat.
or you can do this:
When ever you are walking and she starts pulling, tell her no, turn around and walk the other way. She will realize that pulling gets her no where.
You can also call an OB trainer.
Or you can use a head halti. Those do work pretty good.

I recommend a Gentle Leader - introduced properly, it will stop pulling problems. *Watch the DVD* that comes with it before you slap it on your dog's face - that'll help a lot - and be prepared for the headstands, etc, that your dog will do to try to get it off. To stop a dog kindly from fussing, simply slide your hand down the leash all the way to their chin and interrupt them from fussing. Don't carry anything else on you (purse, bag, etc) when you do this, you don't want to hit them. HTH!

maybe try dog training classes even though with my rescue dog (pic at left) he gets soooooooooooooooo excited about going out he takes hold of his leash and tries to pull it off my wrist, hahaha =))
Congrats on getting a rescue dog, he will love you forever for giving him a good forever home.

Hold the leash very short when you start out..Just a few inches from her collar..Each time she pulls, reverse your direction. she will soon learn that she can only move forward if she doesn't pull..
I like to train in an empty parking lot. You may spend a couple of sessions just wakling in circles in the lot, but she will catch on..only move forward when she isn't pulling.

wal mart sells the anti pull harnesses have you tried one of those ? hopefully this will work however if it does not you might want to try obdience classes. they work very well . but they are a tad bit costly to me . maybe to other people too. I would try the harness first though.good luck .

put the collar at the top of her neck like they do in dog shows that is the most sensitive part of the neck each time she pulls tug on the collar
