I've got news for you - HE LIKES YOU!!
He might be looking over at your friend, but that's because he's looking for approval for his actions. I know that sounds strange but as a guy, I have to tell you that's how our strange and twisted little minds work!!
The key is where the physical contact is - it's YOU he's touching, or poking, or playing with your scarf. You're the one he wants to be with, but he doesn't know how to approach you about it. Looking over at your friend is kind of an invisible way of saying 'Help - I want to take this to the next stage but I don't know what to do'.
If you ask him if he likes you he'll tell you that he doesn't (I did say boys were stupid) because he doesn't want to be embarrassed about not knowing how to ask you out. If you WANT him to ask you, you need to tell him that you like him. Slip him a note that says something like 'I like you - why don't you ask me on a date?'. It worked on me!!
Hope this helps

It sounds like he is trying to flirt with you without you knowing it. It's your move now - flirt back and see what happens.
