Like in a game situation. If he ignores you one day and then the next he wants your attention. Then the girl should just wait to see if he makes the move.

no of course not . i saw a girl 1 year ago and she was so hot and i didn't ask her out so i lost her , i still thinking about her even is 1 year ago now and i have another gf

Well, I know that men say how they like when women make the 1st move, but... I think that a true MAN must conquer a girl's heart. But we are the ones who send them signals... We force them on a subtle, "sneaky" ;) , only known to the girls, way to make the move...
I mean if you start that waiting stuff and all, tomorrow, when you argue, you will be waiting for one another to call, and because you learned that the one who does anything first loses, maybe you'll never make up.
Boys are like puppies. Train them well. Praise them for good stuff, scold them for bad behaviors... If you train him from the start to call you first, initiate making up, saying how sorry he is, at the end he will admit that he loves you.
Don't wait to see if he makes the move... Make him to make the move, but without him knowing...
Subtle, sneaky, remember?

That is totally up to you.
Personally, I like a man to make the moves. I guess I'm a bit old fashioned that way. I'm not saying that this approach is the "right" thing to do, It just seems right for me. : )
Besides, the "ignore" game is frustrating and can be hurtful.
I guess just decide what is right for you!
