The great wall was built long before the first emperor Qin. Before he united the country by defeating other war lords around the country, the wall was built in the northern part of the country by different war lords. Emperor Qin connected all the parts of the wall to become one lengthy one after unification.
So to answer your question, the first constructors of the great wall are the war lords in norther China during the Chun-Qiu Zhan-Guo period(dated back as far as 300 B.C.)

well many emperors built parts of the wall but never realy connected them, Qin was the emperor that connected the walls.
