Pasha on 71st between Columbus & Central Park West
Beautiful Turkish restaurant - excellent food, good service. All entrees, except for the baby lamb chops, are under $20. I don't know if they still have it, but they used to have a good prix fixe dinner for $23.
More expensive on the Upper West Side, but very romantic are the Cafe de Artistes and the Ocean Grill.
Have a wonderful time at whatever restaurant you decide on.

Why are you limiting yourself to the Upper West side - live a little.
Does she like Opera? Check out http://www.dueviste.com/index3.htm
recommendations for Date Nite (the Nite and Day restaurant is closed but the Brooklyn's fifth Ave is awesome, as is the section of the Village the article mentions).

Would you settle for second-most romantic? Or most romantic but expensive? Or most romantic, moderately priced, but in Tribeca?
Can't help you with the combination you specified.
