Should I burn ISO images to DL DVD's with Nero express? Or should I use Nero Burning ROM? What is the difference?

There is no difference between the 2 programs. Nero Express is a simplified user interface much like its older versions. I agree with one of the other answers saying that Alcohol 120% is better. However, as a user of both software applications, it is apparent that independant applications have full write speed support for different dvd writers. I have a plextor and a samsung and are both supported up to 18x on Nero, but only the plextor is supported on Alcohol.

Nero express is a simplified interface.
You can use either one, they'll both do just fine.
Nero Burning ROM gives you more options as to how you want to burn it, but if you already have a .iso, either one will work just fine.

well almost all disks are ROM = Read Only Memory but you should burn the images to the type of disk they came from if it's under 4.7gb you only need a single layer disk, if it's just under 7.95gb but over 4.7gb you need a dual layer disk, just use Nero express it's all good use the Nero Burning ROM when you want to build a disk with individual files from around your computer!
