i have a friend that i meet just a week ago, and i would like to get to know him better. So i figure that i should ask him out so i can talk to him.

I find the easiest way to ask a guy out is to first invite him out for coffee and/or lunch. That way you can talk casually without things lasting all day if you find you don't like him. Then if you want to spend more time with him you can invite him out for drinks (if you're too shy to do this, invite some friends along, and phrase it, "I'm going out to _____ tonight with a couple of my friends, I'd love it if you could join us.")

Write him a note asking him out or be blunt: "will you go out with me?"

"Hey, would you like to hang with me this weekend (or whatever time)", then exchange phone numbers and you guys can call when you guys want to hang.
