yes.
With the buy-now-pay-later mentality of today’s society, many people have fallen into the trap of bad credit. Because of the vastness of this group of prospective customers, it’s no wonder that most lenders now have programs in place for people with credit trouble. Because of the potential for higher interest rates, fees, and therefore profits, they view this as a very lucrative area of business to tap into. Consequently, bad-credit credit cards have become much more widely available.
Of course, these cards serve a very important purpose. Without a credit card, it’s almost impossible to rent a car or book a hotel room. And in many places, a personal check is still not accepted without a credit card to go along with it. Bad-credit charge cards can also be used to help rebuild a good credit profile and rating.

Yes, it's called a secured credit card. I had to do this when I got divorced and had no credit in my own name. You give the company (Mastercard or Visa) a certain amount of money. (Mine was $1500) Then use it and start making payments. Credit ratings are acquired by using and making payments. The amount doesn't matter so it can be something modest. What matters is developing a record of making payments. I now have excellent credit after 4 years of car payments. It just takes time to develop a good credit history.

Chase might have one. But if I were you, I would probaly start with a secured credit card from your bank. Banks like Western Union, BofA, and US bank has some. Your spending limit will depend on the money you deposit.
By the way..... you have to be careful about sending too many applications. each time a bank (or any one ) makes an inquiry on your credit history, your credit score DROPS.

Join a credit union. Apply thru them. Its less expenses for you and they are less likely to rip you off. Those pre-funded cards are high in fees and they are debit-cards, not credit cards. . Don't start filling out many many applications because all those inquiries go on your credit report and count against your score

Actually, yes. If you are a student, there are special credit cards for students who have little or no credit at all. If you are not a student, you should look at your bank to see if they have any special ones. If not, check Visa.com, MasterCard.com, or AmericanExpress.com for different options.
