Certain parts of New York have underground steam pipes which are part of a utility company (Con Edison) which delivers steam heat to buildings for a fee. The pipes leak, so you see steam rising from the manholes.
Some other cities might have a similar underground steam delivery system. Many colleges have a central steam plant to heat the classroom buildings, and the federal office buildings near the White House in D.C. have underground steam pipes.

I suggest that you NEVER go down there. I know that I never would. Not necessarily true - sewage is warm - when the air is cold then steam, or moist air from the sewer will rise giving the impression of steam. It doesn't matter where you are in the world as long as the air is colder than the sewage.
Over 20 years experience in the waste water industry bear this out to me.

i dont think its the sewers, i believe that the steam in New york is an under ground power system of seam for heating or something
