I have never been on Mt Everest, so I don't really know, but the percentage of oxygen in the air determines combustibility, and the percentage of oxygen doesn't change appreciably with altitude. The reason that people can't get enough air is because the amount of oxygen that dissolves in blood decreases with lower air pressure.

When in doubt go measure it. 20.9 % oxygen in most of the places I have been.
