Yes. There are some dogs that are born with malformed vocal cords and can actually talk human speech - and in the past some cruel people have done hack surgeries on dogs to make their vocal cords able to do human speech. Otherwise, they talk with their own language and body language - and - as far as I can tell - by telepathy as well.
I seem to have gotten down a good portion of their bark and body language, and dogs respond to me like they do to other dogs.

They can't speak English but they can communicate. Dogs have unique ways of letting us know what they want and need. Some people are more attuned to these communications than others.

the dont have a language like we do, but they have a way of communicating with other animals through body language and brain waves. the closet we can get them to communicating with something close to our "speech" is to teach them to bark on command. the reason the understand us when we say sit or there name is because of memory and routen. by constantly repeat a word they "memorise" sound parterns of our voice and react on that. just like my dog knows she's introuble depending on whether my tone is soft or lond and hard. hope that helps...

Of course they can, you just have to read their facial expressions. They can understand us but we can't understand them. I have two dogs a boxer and a chow and must of the time I understand what they want.
