Not sure how things work in England, but usually you have to go througha process wheras you hire them. Don't how you would put that in the help wanted ads though.

The employer would need to apply for a work permit. They would need to demonstrate that the post could not be adequately filled from within UK or the rest of the EU.
Alternatively, the person could apply to come over himself as a highly skilled migrant. Check
