NO!!! since 9/11 tragedy, most states require you to have a proper visa such as student visa or H1, etc type of visa that showing that you are legally in US, so that they can issue you a driver license. After that the driver license only last until you visa last too. For example, you are holding a F1 visa which is a student visa. Say that you will study for 3 years. with all the documents that you have to prove that you are studying, bring all the paperwork to DMV and they will issue you a driver license (off course you have to take all their test first) and they will issue your driver license that will expire in 3 years.

Here on vacation? Sure. You can get it from the car rental agencies. Living here? No. Get your license in LA (Or in CA if you mean Los Angeles by LA instead of Louisiana)
