Well it sounds to me like there may be some chemistry there, and it can be a wonderful and strange thing to discover, but real love takes time. You only really love someone after you've had a chance to get to know them and find out if that 'chemistry' you felt can turn into something even deeper and more special.
I know there are some people who believe in 'love at first sight', but that's really not 'being in love' either. It means that they feel something about that person that they really want to get to know, but if you ask them how they feel 6 months later it will be more real, more solid and have substance.
When you can't wait to see the other person and every moment you spend with them is the most wonderful thing in the world, THAT'S when you know you're in love!!

You asked 2 different questions. First, when they look into each other's eyes for a long time are they in love? They might be, but a long gaze doesn't necessarily indicate love (attraction or lust are also options).
If they "connect in a weird..way" when looking at each other are they in love? Again, maybe yes...maybe it's just a strong attraction.
The potential for love may be there...but I wouldn't say either of these things on their own constitutes love.

Could be love. It might just be that these people are really attracted to each other (phsyically, mentally, or whatever) or just attracted to a trait or idea of the other person. It depends on the feelings that they're feeling as they look into each others eyes,

i believe that when two people lose themselves in each others eyes it is the basis for what could be love. I don't believe in love at first sight but i do believe you can tell if you can love someone by staring into their eyes. The eyes are the windows to your soul.

No. Love is much more than a blank stare into someones eyes. It is however a game my friends and I used to play in elementary school. The one who blinks first is the loser.

There are no hard and fast rules in love. It's a huge mystery no one is ever going to fathom. It might could be, but I wouldn't say defninitely. It felt good at one time, though.
