Ditto in the dead of summer. I live in metro Chicago, and in most years my mileage would be about 21mpg during January. Due to your surprise at the mileage change, I assume that you either moved to a colder climate or just got the Neon this year. Assuming no other coinciding problem, your mpg is quite normal.

do not let your car idle for long periods of time. you will burn more fuel than if you was driving the car cold. just take it easy. like said the winter fuels will have a big impact on your MPG. but to 25 that is a big drop. might want to do a tune up. plugs wires and so on. maybe clean your TB. check your tire pressure and make sure they are properly inflated. other than that its a 10 year old car. it might just be worn out and never get what it use to.

In winter, your engine is colder and it takes longer to heat up to operating temperatures. The engine's computer sends a signal for a richer mixture of fuel to air until it is at the right temp. Because you let your car warm up while you scrape windows or to just let it warm up for the heater to work. When it's sitting there it's getting 0 mpg
